No that is not possible. The weather must be almost perfect as the Census was extremely important. It doesn't snow in December. it pours tremendous rains. Jews must come miles to the census and it is mandatory. it is not a bad situation if the people come. but it is important to Roman leaders. So September and October would be just perfect.
The tax included enrollment. Luke 2:1-5 Jesus was born at this time and couldn't be in December. It had to be in good weather in September and October. Good weather and not snow.
